Tasks and Goals of the State Council
Tasks

- The State Council consists of the chairpersons of the State Rowing Associations (LRV) of the DRV.
- The State Council has the following tasks:
- a) to participate in the implementation of the association’s goals and to enforce the resolutions of the Rowing Congress in close cooperation among the LRVs in the states;
- b) to develop common policy programs with the Presidium, to decide on them, and to ensure their implementation in the LRVs;
- c) to coordinate the resulting annual financial planning between the DRV and the LRVs;
- d) to convey the concerns of the LRVs to the Presidium and to ensure that the interests arising from the specific tasks of the LRVs in the individual states are protected;
- e) to maintain close cooperation with the expert departments and working groups of the DRV and to propose suitable personnel for these bodies; to participate in the preparation of the Rowing Congresses; to advise on the election proposals for the Rowing Congress.
- The State Council and the Presidium meet jointly at least once a year.
Conference Calls and Meetings
The State Council generally holds a conference call on the second Wednesday of every month at 8 PM. The State Council generally meets three times a year: in spring, in summer during the U17/U19/U23 German Championships, and in autumn during the joint meeting. Both the conference calls and the meetings serve for information exchange, consultation, consensus building (resolutions), and assignment of tasks.
Networking
The chairpersons of the State Rowing Associations contribute in various ways to the work of the German Rowing Federation. The following positions are currently held by them in addition to their state chairmanship:
- Member of the Presidium of the German Rowing Federation (2)
- Head of National Training Center for Junior Athletes (1)
- Member of the Competition Committee (1)
- Member of the Council of Elders of the DRV (1)
Furthermore, volunteer and full-time staff members of the State Rowing Associations contribute in various ways to the work of the German Rowing Federation.
Goals
(in the sense of defined goals or desired states)
On April 8, 2015, the State Council of the German Rowing Federation agreed on four guidelines for its participation in the German Rowing Federation. These update the objectives established on August 20, 2009, and in 2013.
- We work for our rowing clubs.
- Due to the unique nature of the federal system, the State Rowing Associations have a unique selling proposition in fulfilling their tasks regarding cooperation with the State Sports Federations and State Ministries. In doing so, we fulfill the important function of representing interests and acquiring funds for rowing at the state level for our clubs. Based on this unique selling proposition, we have also developed a wide range of measures for our clubs.
- Goal 1: We are recognized and supported by the clubs in this work. We are an important partner for all state institutions (LSB, OSP, BSP, LLZ, municipalities, federal states, etc.)
- We work for our German Rowing Federation.
- With their unique selling proposition described under 1., the State Rowing Associations are important partners of the German Rowing Federation in achieving its goals and contribute personnel, ideologically, and materially to the implementation of the German Rowing Federation’s goals.
- Goal 2: We ensure optimal information flow between the Board, Presidium, and State Council as a basis for more effective forms of cooperation.
- We motivate our young competitive athletes for long-term competitive sports.
- A core competence of the State Rowing Associations is the promotion of young competitive sports. The State Rowing Associations contribute personnel, materially, and ideologically with great commitment in this area. Significant financial resources are raised by the State Rowing Associations for this purpose. Through the qualitative work of the State Rowing Associations in cooperation with the clubs and the German Rowing Federation, highly motivated young talents are annually supplied to the U19 and U23 national teams of the German Rowing Federation.
- Goal 3: With our Junior Competitive Sports Working Group, we constructively and critically accompany the work of the German Rowing Federation in junior competitive sports.
- Goal 4: We promote rowing in team boats.
- Goal 5: We support, promote, and challenge our competitive athletes.
- Goal 6: We support our young athletes in their school and vocational training.
- We build networks.
- The State Rowing Associations, with their volunteer and full-time staff, contribute in various ways to the network structures of German sports, particularly within the German Rowing Federation, the State Sports Federations, and the Olympic Training Centers. Naturally, internal networks are also built and maintained within their own State Rowing Associations in the states for the benefit of the clubs.
- Goal 7: We maintain our networks.

Our
Origin
The DRV, founded as an association of clubs, struggled with the meaningful integration of the LRVs, which were established after the Second World War, into its own structure. Thus, in 1962, at the Rowing Congress in Berlin, the LRVs’ attempt to become members of the DRV failed miserably. The Association Committee (VA = Board of the DRV) and the clubs feared a loss of power. It was not until 1966, at the Rowing Congress in Lübeck, that Peter Velten, the state chairman of North Rhine-Westphalia, succeeded through his tireless advocacy in integrating the LRVs via the so-called “Regional Committee,” today’s State Council. The chairman of the Regional Committee became a voting member of the executive board. Peter Velten himself was elected as the deputy chairman of the DRV. Finally, at the Rowing Congress in Dortmund in 1974, the Regional Committee was renamed the State Council, and today’s § 24 – formerly § 23 – with the task description below, was enshrined in the Basic Law.
